In Part 2 of the TOEIC Speaking test, candidates are encouraged to make general assumptions or guesses related to the picture. Describing a picture does not necessarily mean you can only talk about what is in it. Therefore, by imagining
- where the people have gone,
- why they don't show up in the picture, etc.
you can still come up with plenty of ideas for a successful response.
